For two decades, offshoring PCBA was the default math. Labor arbitrage made the unit price unbeatable, and everything else — lead time, freight, engineering distance — was treated as friction to be managed. Then came 2020 through 2022: factory shutdowns, port backlogs, component shortages, and ocean freight rates that multiplied several times over. Procurement teams across the Dallas-Fort Worth metroplex spent those years expediting, re-quoting, and explaining slipped ship dates instead of building product.
The disruption ended. The memory did not. Supply chain resilience is now a standing line item in supplier evaluations — and across DFW, engineering and procurement teams are re-running the offshore math with all the costs on the table. Many are reaching the same conclusion: for a meaningful class of boards, the work belongs closer to home.
Quoted price is not landed cost
The offshore unit price was always real. So were the costs that never appeared on the quote:
Freight and expedite. Ocean freight is slow and volatile; air freight erases margin. Every schedule surprise converts to expedite fees.
Inventory on the water. Six to eight weeks of transit means six to eight weeks of working capital in containers — and a buffer stock onshore to cover the variability.
Quality escapes discovered late. A bad lot found after ocean transit is a six-week-old problem the day you learn about it, with six more weeks of suspect inventory behind it.
Engineering change latency. An ECO that takes an afternoon to explain across a conference table takes days to communicate across time zones — and weeks to verify in hardware.
Oversight overhead. Audits require international travel. Day-to-day communication happens in a narrow window of overlapping hours. Intellectual property travels further than most teams are comfortable admitting.
What changed structurally
Unit price is one input. Landed cost — with freight, buffer inventory, quality risk, and engineering distance priced in — is the number that belongs in the sourcing decision.
This is not nostalgia for domestic manufacturing — it is a structural re-segmentation. Tariff and trade-policy volatility has made offshore cost projections less bankable. Concentration risk in a single region is now a board-level topic. Customers and government programs increasingly ask about domestic content, especially for critical infrastructure. And several DFW-headquartered companies now operate formal local and domestic supplier programs — proximity has moved from preference to policy.
The honest segmentation
Not everything is coming back, and a credible EMS partner will say so. High-volume, design-stable, cost-driven commodity boards still favor offshore scale economics. What is moving — and should move — is the work where the hidden costs bite hardest:
- Mission-critical boards, where a quality escape or supply interruption stops a line, strands a field asset, or creates a safety exposure.
- New product introduction, where designs iterate weekly and engineering distance is measured in lost calendar time.
- High-mix, low-to-mid volume production — the profile of most industrial equipment — where offshore minimums and changeover economics never fit well.
- Regulated and critical-infrastructure work, where domestic content and supply chain auditability are becoming requirements, not preferences.
The question is not offshore versus domestic as a philosophy. It is which boards belong where — and for DFW industrial companies, the “domestic” answer can be more specific than most realize.
Why DFW specifically
The Dallas-Fort Worth metroplex is one of the densest concentrations of industrial headquarters and engineering in the country: HVAC and flow control in Richardson and Irving, the telecom corridor through Plano and Richardson, a fast-growing robotics cluster across Carrollton, Coppell, and Plano, and energy operators headquartered in Dallas. - Does your capacity and mix profile fit my volumes — and can you scale with me?
- What quality certifications and IPC class capability do you maintain, and how are they evidenced?
- How do you manage component sourcing risk? (Domestic assembly does not automatically domesticate the bill of materials — ask how the supplier manages component supply, alternates, and shortages.)
- What does your engineering support model look like during NPI and after ramp?
- Can I tour the facility and meet the team who will build my boards?
